The upper limit is what you want the MAF voltage to max out at. Normal is 4.98, just under 5v so you don't hit fuel cut. Some MSP's have had to lower the upper limit when they go higher with boost to keep the ECU from hitting fuel cut. I would say you should be good at 4.98 until around 15psi or so, but I am not sure on that.
The lower limit is nothing, leave it alone.
