Which actuator is for the VCTS? If it is to promote tumble into the combustion chamber, which is what it should be for if it is truly an emissions device, then it would be the actuator at the entrance to the head port. This would also be the area of the most restriction.

The VTCS appears to be the actuator in the foreground of your first image (hard to tell from the angle). To verify, the rod of the actuator attaches to the intake runner on the passenger side (I think this is #1 cylinder), closest to the head.

Yes, VTCS is closest to the head. It is for emissions.

The Protege sedan and Protege 5 are ULEV cars. The MP3 without VTCS is not ULEV, but LEV.

VICS is in the middle of the intake manifold...

That's what I thought. Gotta git rid of that!!!!
 
The VICS, will be left alone. I might play with the opening and closing with an MSD RPM activated switch...
