The crank only turns the tranny, diff, and wheels all of which tend to 'syphon' off some of that power (along with parasitic losses from engine accessories: alternator, oil pump, water pump, etc).
Crank HP is pretty much useless. To know what your CAR as a whole is making, you want wheel HP (preferably on a wheel dyno so it takes into account the weight of the wheels and tires)
