Mounting front license plate

Hey, anyone know of a way to mount a front plate w/out drilling the holes on the bumper? I remember seeing a frame that clipped to the bottom edge of the bumper, and could be removed (ie, after inspection for a fix-it ticket), but cant seem to find one anywhere. Anyone got any ideas?
 
Here's pics of my setup. As you can see, I still have the horrid drill holes from the dealership.

It's simply hooked up with zip ties to the bottom grill.

Isn't there...

Isn't there a Texas law that states only the rear license plate is 'absolutely' necessary? If so, I'm not placing anything in the front space. (drive)
 
Thanks for the replies. I was actually asking this question for a friend, who has a mustang and needs to show the cops that hes mounted his front plate. Hes nervous that they wont like the zip-tie way. Any other suggestions?

I remember seeing an rx7 with a flipup liscense plate that would go horizontal when driving straight but pop down when no force was applied to it, not sure the link though, just food for thought
 
I put mine on just for a fix-it ticket inspection with some kite string and the cops said good enough. It simply has to be up there on the nose. They don't care how its mounted.
 
does anyone know where you could buy a braket to mount the plate to the side like on the evo? i got pulled over twice in one day for not having my plate up front a couple years ago, and i learned my lesson...
