With the same diameter but lighter, yes, and here is a good apples/apples test on a Miata to test that theory (actually, just proving a law of physics) out: Lighter wheels/tires accelerate faster.

Substantial difference.

Yes, when you reduce the weight of the wheel/tire combo you can increase acceleration a bit as you are reducing rotational mass. Less mass means easy/quicker to turn the wheels. Also means easier to brake. And the reduced unsprung weight also makes it easier for yours spings/shocks to do their job better.
