How Can I Adjust My Car Emergency Brake?

Why would you need to adjust it? there is a 10MM bolt if you lift up the panel surrounding the e-brake....its right unter the e-brake to the left. not sure if that will adjust it....but I think it can it is attached to the wire for the e-brake check it out. I am not sure if this will adjust it though.

CUZ WHEN I LEAVE MY CAR IN NEUTRAL OR SOMTHING I NEED TO PUT IT ALL THE WAY UP .
