most people usually buy there springs first then find the right wheels to suit, however in my case. a sale on a wheel i loved i bought the wheels first and now want to lowered my 2. however, the wheels i bought are 16x8 with a +15 offset. so the rim sits a few mm out of the guard they are wrapped in 205/45/16 tyres. i was just wondering if it were still possible to use the H & R springs which give approx a 38mm lowering. would hitting a little divit in the road cause something like my bumper to fly off?
 
You are increasing the radius by .1 inches, which is normally a negligible amount. However, due to your extreme offset, you might be best advised to roll the fenders to avoid fender and tire damage. You might also want to consider Racing Beat springs, which lower by only ~0.8 inches instead.
 
Should be alright. That is a big should. Rear will clear no problems, and if you run -1.5 degrees or so up front it should also clear, depending on how "big" the tire is. Rolling your fenders is probably your best bet to reduce tire chunking/rubbing. You won't rip a bumper off, but you may mar you paint with the debris flying off the tires into your doors.

In reality, all of this is hypothetical, and depends directly on road conditions, driving weight and other random-ass variables you care to think of. YMMV.
 
With 16x8 +15 I would highly advise against Racing Beat springs and go for coilovers. With skinny-ass tires on such a large wheel you are basically going for a "stance" look. You would look really weird until you're low. I'm not sure lowering springs will get you low enough. A fender roll and pull plus camber bolts is a must.

With all that in mind you have to really like the wheels to go through all that just to fit them, haha.
