If the oil is in your intake then I'd say PCV breather. If the oil is only in your hot pipe then it is coming from the turbo. I've always been under the impression though that CHRAs tends to leak on the turbine side before the compressor side, which is why a smokey exhaust is usually the first symptom of a turbo nearing its end.
 
I am running a used Garrett BB turbo with oil pressure that hits 100psi at the block on cold starts. No Restrictor. No oil leaks.

If you do not have an oil psi gauge right at the turbo you do not know what it is seeing for PSI.

I work at a turbocharger repair shop. I see guys come in time after time with ball bearing units that are destroyed because of oil starvation due to using a restrictor.

Find your problem. If the turbo was installed correctly it's NOT the turbo causing the oil leak. It is a symptom of another issue.

i have a filter on the crank breather, its not hooked up to the intake system. the turbo is brand new (~3k miles) there should be no reason its blown or on its way to being blown.

@Alamo1, i will check the oil return and see where that goes. am i going to have to drain my oil for that? if the cars been sitting i shouldnt have to, since the oil generally makes its way back to the oil pan. right? ill also get a filter cleaner and see where that takes me. its not an incredible amount of oil, more like a thin layer covering the first foot of the hot pipe.
 
That thin layer tells me its probably an air filter issue. You do not have to drain the oil to check the turbo oil return line.

What is your oil level like? If it is over full it can also cause leaks if the level is above the point of the drain where it goes into the engine.

sounds like cleaning the filter is the first thing on my list. oil is perfect, i checked it last time i drove the car (before the other day) about 2 weeks ago. do you have any suggestions for cleaning the filter? ive done it on my old car with the filter cleaner kit from advanced auto, is there anything else i could use instead? like rubbing alcohol? i know i need the oil for the filer.
