white reverse light tinted red

It seems that having the lamps that work, but changing the color, is illegal in North Carolina.

(f) Back-Up Lamps. Any motor vehicle may be equipped with not more than two back-up lamps either separately or in
combination with other lamps but any such back-up lamp shall not be lighted when the motor vehicle is in a forward motion
nor shall the back-up lamp emit any color other than white. A back-up lamp is not a mandatory requirement.
 
California requires back-up lamps on all vehicles constructed since 1969:

24606.

(a) Every motor vehicle, other than a motorcycle, of a type subject to registration and manufactured on and after January 1, 1969, shall be equipped with one or more backup lamps either separately or in combination with another lamp. Any vehicle may be equipped with backup lamps.
(b) Backup lamps shall be so directed as to project a white light illuminating the highway to the rear of the vehicle for a distance not to exceed 75 feet. A backup lamp may project incidental red, amber, or white light through reflectors or lenses that are adjacent or close to, or a part of, the lamp assembly.
(c) Backup lamps shall not be lighted except when the vehicle is about to be or is backing or except in conjunction with a lighting system which activates the lights for a temporary period after the ignition system is turned off.


 
Form follows function - not the way around. I too would not advise changing the reverse light color to red for the sake of a more uniform look when the lights aren't on.

Don't get me wrong, I'm all about a clean looking rear, but this isnt' the way to do it. A lot of the blacked out lights I've seen still shine white when in operation. These films are mostly used to clean up the ugly orange lights on turn signals. I wouldn't advise that either but each to his own.
