Protege Garage Offset Licence Plate Bracket

Does this require drilling into the bumper, or does is attach to a pre-existing hole? I would call them but it is too early

It goes in the tow plate hole. You could make one yourself with a bolt, a nut a bit of flat stock and a hand drill.
