You are correct in saying that the Start Boost setting does not have decimals. But you are incorrect in assuming that "4" = 4 psi. It does not. In fact "4" would equal 0.4 psi and "40" would equal 4 psi. If you look at your gauge when boosting (assuming you are set to view psi) your max boost at stock should read between 50 and 65 (or whatever your stock boost was). This means 5 to 6.5 psi.
Go try it. If your boost reads "80" at full boost then you are at 8 psi. But if it reads "8" then you have problems. So if you're supposed to have Start Boost around 4 psi under your actual boost then your setting is wrong. You should probably up that to 40ish.
