How does tagging songs work?

I've tried tagging songs and they save. But I cannot find the afterwards. The memory resets occasionally (not sure when) and I cannot find the songs on my iPhone or in iTunes. There is a "tagged" playlist in iTunes but it is always blank. My phone has been connected via bluetooth and sometimes USB cable.

Is there something I need to do to enable or find the tagged songs?

The owners manual says that the tags will only sync when connected via the usb cable. I haven't yet tried it so I don't know exactly how it works.

I've tried with the phone connected via cable but still cannot find the tags.
