so what is the point of VICS opening at xxx RPM when its just empty? i thought it was to add a shorter route when it opens, giving you more power when it does, but i was wrong.

The VICS butterflies seal off a shorter passage in the intake at lower speeds in order to increase the air velocity and improve combustion. At higher speeds the butterflies open up this shorter route to allow more air in for better breathing.
