Stuck oil rings have nothing to do with compression unless your cylinder head is completely fouled.

That does sound like valve seals unless the oil wasn't all burned off when you had the car running.

You checked the plugs without starting the car?

I can’t get it out any further and I tried lifting up on the control arm to take the weight off the bolt but no dice
 
That's odd??

They must have installed the bolt somehow so it should come out??

Maybe the frame is bent so now you don't have clearance??

Could you cut the bolt and replace it?

Is there clearance to install the bolt from the other side??
 
The other end goes into a subframe bracket. I have clearance for it to come out there’s just weight on in holding it in and it’s in too tight of an area to really be able to pull on it
 
That bolt is labeled the first to be removed but if you disconnect the ball joint, it might take the pressure off the control arm.
You can wobble the strut out of the way.
 
Maybe push the bolt back in so you don't damage the threads.

I don't remember getting hung up on that bolt so maybe I disconnected the ball joint first?
 
All the bolts are out and the ball joint “clamp” is loose but it won’t come out. Won’t budge with a sledge hammer
 
I used a chisel and put it in the crack of the "clamp" and hammered on it to open it up.
