the most hp gaining mod for our cars is the midpipe/testpipe. this section of the exhaust consists of 2 inline cats connected by a section which is only 1-1/4 inch in diameter which jus robs your hp.

opening up that section w/ a larger diameter testpipe or a midpipe w/ a hiflo cat will gain you noticable hp, increase your topend, and cut down the spool time.
 
Best first mod, I guess it really depends how much money you have to spend, but like MSP #167 said intake is definitly a good start, but if you have money to spend I would go with full exhaust, I mean there is just so much horsepower that can be unleashed with this mod.
 
My first mod was a greddy full auto turbo timer because I hated waiting for 30 seconds before I could turn off my car especially when I was just running into 7-11 or something. Next I tinted the windows and threw some 12" subs in the trunk. Then I did HID's. Then came my first performance mod, a Ingen Cold Air Intake which unleashed the turkey. If I could start over I would still do turbo timer but next I would free up the exhuast as many here have suggested because you will get the most hp for you buck.
 
by going the intake first, you'll

1. discover our cars produce a massive turkey noise, which may lead you to...
2. want a bov, then you'll discover the most bov will either not get rid of the turkey or will make your car stall, so then you'll probably go some rout of dual bpv-bov which will require you to...
3. get hard pipes, which will make you consider to jus...
4. buying an entire front mount intercooler setup, at which point you have already spent hundreds more than you expected, also sooner than you expected and still have only minimal gains.

as far as boost controller, jus stay away from that until you have the testpipe/midpipe, fmic, AFC, and some colder plugs.

do it the right way, exhaust-fmic-afc-boost controller. you'll be happy w/ your results.
 
I bought a turbo hoses smic and hard pipes for my first engine mod, and it was way better in gains than my 2.5" mid pipe (with high flow cat). I would definitly reccomend an intercooler (especially the turbo hoses) because the pressure drop accross the stock ic is almost 2 psi. It added boost on my stock setup, sounded sweet, removed alot of lag in lower RPM's and improved drivability.

if your looking to spend $200 buy front and rear motor mounts, then save up big and buy a fmic kit with a midpipe then buy a downpipe and cat back
 
$200, well for $200 you could get Injen Intake which is a good stepping stone, also for the $200 you could get the MAM midpipe to help start the HP unleashing exhaust system.
 
K&N Filter is a good mod... comparable to an aftermarket intake, I think.

Or whatever mod the previous owner decided to give with the car (that was not installed)... I have a SRI waiting in a box. =D
