Rewireing Cig outlet?

Does anyone know of a way to rewire the cigarette outlet so that it will provide power without the car being on? I hate that I can't charge my cell phone in there without the freakin car on or atleast in accessory. Thank you.

Just cut the accesory wire to it and re-rout it to constant power.
