I am the king of bent steel 15's i have replaced 3 of them..I got 2 of them with new rubber for 120$ from www.car-part.com...slavage yards are the BEST!
Not everyone wants the road salt to mess up their stock rims. Then you'll have to have the tires remounted and balanced every season....what a rip off. Not to mention.....16" rims with low profile tires suck in the snow even if they are snow tires. A 14" or 15" snow tire is a much better choice, not to mention it is less expensive.
The best size for a 14" steelie is P17570R14. It has a 0.1% difference on the speedometer. It is 20mm thinner so it bites through snow and slush better. I have them and they run great.
