try and get the state department to pay for it since they "failed to clean it up in a timely matter" (or some other reason) it's worth a shot!

thanks guys, but after thinking about it, im just going to have it repair back to OE. I acutally kind of prefer the stock look, not only that but i didnt have the extra $1000 to pay out of pocket for the bumper...i'll post pics of the repair after i get it back.
 
Exactly. Its a de-lamination of the tire tread off the casing. And they don't usually even have a tire pressure drop when it happens! It sucks really bad, but the poor truckers have no clue.

The blame, if you want to put it on someone, is the poor job of the tire retreader. A good retread should be just like stock, since it is vulcanized rubber and thus should become one with the tire casing. But if the tire isn't cleaned right, or if it is a bad casing, or if 100's of other variables aren't met, then the tire won't hold up long-term. Again, not the trucker's fault, but the tire guy's....and a lot of Murphy's law and bad luck, too.

I hate to burst your bubbles but you are incorrect about whats in bold. They are RECAPS. Nothing is like stock. Plus these are not ment to last on a longterm basis. They are glued on the old tire to make their chassis road worthy if need be. They are used to make destination and then replaced. But as I know first hand Over the Road truck drivers don't give a damn. As I am in the container freight business, my terminal performs these services. But, in any case I do not agree with these at all. These are such a safety hazard its not even funny. The organization to blame for such a hazard is DOT. They allow recaps to qualify as road worthy. DOT is creating the hazards on public highways. I would suggest writing them a letter if it will make you feel better. I have many times asking why they allow recaps in the first place. And to no avail, I have not received an answer?

Well put. I actually wasn't aware of recaps, only retreading a tire. Thank you for the knowledge. I only did light to medium duty vehicles, and thank GOD we never used a recap.
