What are these and should I yell at the guy who left them off??!!

I just noticed these two caps were off when I was doing my highbeams and foglights yesterday. One is just above the passenger side headlamp assembly and is marked "H" on a baby blue cap on a steel line of some sort. The other is just up from there on the left side of the engine top and is marked "L". I discovered them sitting jammed into the little space above the passenger side headlamp where a few good bumps and they probably would have flew off and into oblivion. I know I recognize the colour of them and they were definitely on before my car went in for its free oil change at the nissan dealership I bought it from(They sucked ass btw), it looked odd to me for the last few weeks and until yesterday I couldn't figure out why. So what are they and is it bad that they were off for as long as they were? Should I go and castrate the punk who last worked on my engine, or just not give them my business in any way shape or form?

If i understand you correctly, I believe those are for your A/C lines. As far as i know, it is not that big of a deal if they are off as the lines work much like a tire stem valve. Just look for the 2 metal lines on the left side of the engine bay and screw them back on
 
yep there ur high pressure and low pressure connection ports for ur ac lines. like above post they are like your tires valve stem. they help keep s*** and dirt out. so there clean lol
 
The one marked H is for the high pressure side of your AC refrigerant lines, the one marked L is for the low pressure side. If you don't have the caps on there you can get dirt and other contaminants in there. Then, if you need to add freon to your system, you will introduce those contaminants into your system. This is very bad, as it will shorten the life of your AC components, especially the compressor. AC systems hate contaminants. I would suggest that you find new caps for these when you get a chance.
