The turbo is definitely upside down. As already stated, the round hole should be at the top (oil in), the square at the bottom (oil out).
As for my oil deal, I'm almost complete with my latest "fix". Hopefully it works, but I basically have too much oil pressure to the turbo, or maybe some bad seals. I built a new feed line with a gauge and a pressure regulator, I can now vary my psi to the turbo easily. Have not driven it yet, but an intial test in my garage looks promising.
As far as this car overboosting, I'm concerned that no one can think of a reason why. (Note: I'm clueless at this point as well).
Igdrasil, can you post some pics of your wastegate (including the vacuum lines).
