Mintblue/Erebuni wing. Erebuni doesn't make them anymore as far as I know and I don't know if Mintblue does either. I picked it up off of another forum member.

I think this is something where you could go either way, it looks good both ways on this car. But if I did it, I'd probably paint it more of a dull trim black/grey like the plastic grille pieces on the front.
