Noisy fuel pump?

On our '10 M 5, we have a pretty notable whirring sound that comes from the front of the engine when you put the key to "on" but don't start it. It also goes about 10 seconds after you shut off the engine.
I assume this is the fuel pump, but I'm surprised it is so notable, and that it seems to run contantly even if you just leave theys in "on" for an extended period (e.g. if working on the car w/ radio running etc).
- is this in fact the fuel pump?
- why would it run constantly? Sure, it should run for a sec to prime the system, but I don't get why you'd hear anything after that.
- It's quite notable from outside the car. can hear inside if the radio is off. Is this a sign the pump might be approaching its lifetime? Seems awfully soon.
 
It could also be the power steering pump you are hearing, i believe the fuel pump is in the fuel tank, not under hood
