Damn Chris. Thank George Ariyoshi for this (Govenor at the time), and Wayne Yamasaki (Director, DOT at that time as well). I have the publication from DOT, Chris, but the damn thing is dated 1984 with updated portions in 1989. It's the same as the PDF file posted on-line.
You do need the front plate on the car at all times. Per the Forums, it said hood was legal as long as it had the washer holes in them and is properly fastened. I hope I got this right here...Hawaii Revised Statutes (HRS) 286-85, Hawaii Administrative Rules (HAR) 19-134. In the Exhibit Section B-20 10(3)(a) "...A hood...shall be equipped with a two-position self-acting latch which functions in each latching position to keep the hood, lid, or cover closed. A minimum of two hood pins designed for that purpose can be substituted for the two-position self-acting latch." (b) "...A hood...which opens along an edge toward the sides or the rear of a reconstructed vehicle shall be equipped with at least one latch which holds the hood...in the closed position." Well, I do know Recon is real picky on suspension modifications. I keep trying to call the place, but I keep getting this really crabby lady who does not answer very nicely. I had an easier time with DOT's heavy vehicle (vehicles requiring CDL licensing) inspectors section, unfortunately, that's not the division I need.
Anyways, I figure HPD is cracking down since they let the rookies loose a few weeks ago (HPD graduation).

It amazes me that you get caught for that. Yesterday, I saw this blue Toyota pick up, it had no plates on at all, I could not see inside of the cab at all (I'm not sure how much darker they can tint their vehicle), no safety check stickers, and it was driving in peek rush hour traffic on the freeway. It just went on its merry way.
