Need Some Help!

Hi, I'm new to this board. I have been looking very closely at the Mazdaspeed protege and an alternative to my current ride which is a beast. You see I currently drive a modified regal and I am in the low 14s to high 13s, depending on setup. But what I really want is a smaller car that handles really well, but it has to be able to match the speed of my current car. So the question I want to ask is,

Can you increase to power on a MSP to hit to high 13s, Without increasing boost?
How much boost can the block safely support? What are the typical gains with the typical mods? i.e. I/H/E
Like maybe a larger intercooler? or water injection?

3. You cant put a header on a turboed car.....with intake, down pipe and increase in boost, maybe 35 to 40hp.

Yea I forgot its got a turbo manifold, what are the advantages then of a larger intercooler? or does it need one?
