Dear Dean
Thank you for contacting PayPal.
A Subpoena is required in order to release the information your are
requesting. You will need to file a police report and have the
investigating officer or agent contact us at the LE hotline number at
650-864-8345. An alternative is to contact a lawyer and serve us with
a subpoena through the lawyer. Lawyers can call the LE hotline for
information on where to send a subpoena.
PayPal's Buyer Complaint Policy is designed to try to help buyers
recover funds from sellers who do not ship the promised goods, and to
reduce the risk of reversals for sellers who follow specified risk
reduction procedures. (A reversal, or chargeback, occurs when a buyer
rejects or reverses a charge on his or her credit card.)
To review the Buyer Complaint Policy located in our User Agreement

the address bar.
If you have any further questions, please feel free to contact us
again.
Sincerely,
