I asked the same questions 2 weeks ago in the tires section.
As I found out, using 40 instead of 45 will make the speedmeter unaccurate a little, the gap wil be a bit larger too....but very few.

I put kumho 711 205/40/17 on the stock 17 racing harts. I also put skunk 2 coilovers on it and lowerd it about 3 inches. My speedomter is correct. I checked with the speedomter check thing that the police department in my town puts on the side of the road, it has a big digital display that says the speed you are going. It matched the speed on my speedomter. So you should not have any problems with 40 series tires.
