So within the next month, I plan on starting my exploration into the world of modifications. i plan on buying the COBB SRI, a new BPV (undecided on which brand, any suggestions?), cat-back exhaust, boost gauge (free), test pipe (not positive yet), and a MBC. My questions are:

1. What else do I need to run this set up?
2. I plan on setting boost to 17 psi, is this safe?
3. Any other suggestions of what I should do instad of said mods, any better things to do to net the same power gains?

I don't recommend using an MBC....you're just playing with fire unless you can tune properly for it(which we can't yet). Stay away from the MBC for now.

I would say that an intake and BPV are both good ideas for first mods.

The COBB SRI is a good intake, or you could go with a CAI like the AEM or CPE ones. All of those are good choices for an intake.

For the BPV, I would recommend the HKS SSQV valve or the Synapse Synchronic valve. They are both pull-type and hold boost much better than other valves on the market. The HKS is very good, but uses a diaphragm, and wears more quickly than the synapse. The synapse has a piston design that adjusts automatically to different levels of boost and is more durable. Both are good choices.

I would say instead of the MBC and test pipe, either invest some money in the suspension/brakes, put it towards a tuner like the COBB AP, or buy something for engine monitoring like the dashhawk. Of those, for power, your best choice is obviously the COBB AP. Combined with your COBB SRI, that will get you some pretty good gains and it is MUCH safer than an MBC.

First thing you need to do is get a boost gauge or dash hawk so you know what your looking at. 17 psi is not that inmaginable. I've ony got k&n drop in, gutted 2nd cat, ngk -1 plugs, ign coil mod. I'm running 17 psi strong in 3-6th, occasionally an 18 spike according to my prosport boostguage.
 
I would say most of what you are thinking about sounds good. But instead of the MBC and test pipe, get the Dashhawk and maybe the COBB Accessport.
 
dh won't read boost correctly if you are using an mbc, you'll need to get a boost gauge.
if you want to run the mbc, also get a boost cut defender or a map clamp to fool the ecu.
before you put this on the car, go with an intake as you're talking about, whatever else you want, but get a new motor mount as well, which should be done WAY before boost controller
 
I agree with staying away from a mbc. I'd say the Cobb AP is a good route, not the cheapest though. I will likely get it after I do a DP/RP. I say scratch the CBE off your list and replace with DP/RP. After that Cobb AP.
