Just got a P5. Throwing P0134.

Hi all, I just bought a used P5 and I'm so excited to have it but it's throwing a P0134.
I'm aware it's no activity from the O2 sensor but according to the previous owner it's brand new, looks brand new too.
I've read that if you have some kind of air leak from the intake it can trigger the code too?
After inspection on the short ram they threw it, it seems like all he did was take off the stock air filter box and put in a spectre cone air filter and stuck in the temperature reading gauge (the mushroom looking plug). Also following the tube there's this plastic part that sticks up and from what I understand a thin metal piece or gauge gets inserted in there. It's not there. Is that a leak in itself? I can post pictures but I hope I described it well

Check the wire from the 02 and follow it back a long ways. Chances are it is broken somewhere and the signal isn't making it to the ECM. Unlikely to be caused by the intake.
 
Wiring to the ECM was allllll messed up. The previous owner relied on duct tape and poorly connected wires with those tube thingys. I replaced the universal O2 sensor that was in there with a Bosch direct fit just because I felt better about the quality part. I fixed the connections and soldered the best I could and had a buddy test the voltage. Cleared the code and went driving before passing emissions the next day. Still no code, so far so good.
