How to fix P0706 problem.

Ok I googled the problem, and it gave me a link to a manual on how to diagnose the problem. Well, is there a diagnostic tool that I need? I need help, and fast. We only have one car, and well, we need to get to work tomorrow. Thanks.

Ok, I'm not a car mechanic, I'm trying to check for continuity between the wires, so do I use ac or dc on the voltmeter? The experts won't make it until tomorrow morning (pissed)
 
I believe it would be the up to 20V DC range setting on the dial... your car runs 12V DC power and since most don't have a 12V setting, it is 20V.
