I bought a used 1999 Mazda Protege 1-1/2 years ago that was from CA. I just found out that it has an anti-theft (engine kill) that kicked in when I reconnected the battery. The horn would blow so I took the fuse out & reconnected the battery but the light blinks & it will not start. No one (including the previous owner or dealer in CA) has been any help. The only help is to have it towed 3 miles to a Mazda dealership & pay an arm & a leg to have them take it out. The unit under the dash says - MAS Los Angelos.
