I would say they are for an alarm or keyless entry however they do not look factory.

If its got an FCC ID, then it probably either emits or recieves some sort of electrical signal, so he's right, probably something to do with the alarm or keyless entry

what it does is beyond me

It seems it's a wireless device of sorts which points to it being part of a car alarm. First assessment was correct.
