Umm...what is the OP smoking? 
I just hit the 400whp mark in my Speed3. Yes, you HAVE to and should re-enforce everything including studs. If you want to make that power, everything needs to be changed to be safe...better safe than sorry. At that power things get very hot very very fast. Especially when you start swapping turbo's and internals and the like. But there is NO WAY the motor should not be able to hold that kind of power. People are running all day on 300-350whp.
Just keep an eagles eye on your oil gauge and temerature gauge and you will be fine.
