Creaking/Groaning Noise during low speed braking

turning the rotors is never a permanent fix... they become thinner and become easier to warp again... what does prevent rotor warpage to begin with is to make sure the lug nuts are evenly tightened... a torque wrench achieves this... go to a mickey mouse shop, and they'll blast the lug nuts on, "like a race car"
New rotors always go on with new pads for me. Modern rotors are made lighter than they were years ago. True, they have a minimum thickness spec, and usually the guy cutting the rotor will most likely always unnecessarily cut to minimum thickness whether they need to or not.

I guess my local dealer could be a Mickey Mouse shop but they are the only ones who took the front wheels on and off as I had oil changes and rotations done there while it was under warranty. Just finished my last oil change there.
 
Given the benefit of the doubt, they might've gone out of their way to take off the wheels to inspect the brakes as part of their "full circle inspection"... my dealer doesn't really do that and neither does the place I used to work at lol

Yeah, I think that is pretty much a joke. It always amazed me how when I had my car in there for 30 minutes they always managed to check everything off on that list, including checking the trans fluid which involved dropping the bottom cover and checking it at the proper temperature of 122 degrees.
 
During my recent oil change/tire rotation they managed to not get the lid on the air filter re-installed properly. I had to pull off the road on the way home to fix it. 🤬

My dealer does that as part of an oil change/inspection. They send out a video of the inspection steps which I love! Below is a screenshot of the brake check with the 4 & 5mm thickness gauges (note that the wheels are removed):
