I think it’s due to the strict oversight the EPA and others are implementing on Diesel engines right now. The VW scandal really hurt everyone in that regard. Gov’t has that tendency to go overboard to make it look like they are doing something when they should have caught it all from the start.

And the EPA just happens to be understaffed at the moment. There may also be a bit of confusion there regarding what THEY should be doing these days.

Could be they're not getting any [or conflicting] feedback/info from the feds, so they don't know where they stand, and don't know what to report.

With what they have done so far I would not call it crap. The SA-X has promise. Their alliance with Toyota and their keiretsu will bring forth the means to build hybrids and future battery power as that technology matures. The new assembly plant in Alabama will be building the new CX-X which imo looks very sleek and modern and could be their next big hit in the US domestic market and beyond.

They are a small company that has done quite a bit in the past few years since the Ford divorce. I would say that is very positive indeed and they have caught the attention of lot of experts and industry watchers worldwide.

Please, tell me more about what Mazda is going to someday do! We've been hearing it for years about Android Auto, RX9, live traffic GPS, Apple carplay, etc. lol
