Road vibrations/noise coming into the cabin from that suspension piece.

I found one on my Audi TT stock exhaust, just a chunk of metal and rubber in the middle of the exhaust. When I replaced the cat back, I made sure to keep the damper.

Right. Think about a rope that's fixed to a wall at one end and in your hand at the other end. If you shake your hand up and down at a certain "resonance" frequency you can get the rope into a "mode" where a wave will travel back and forth along the rope. If the rope represents your sub-frame, these waves or vibrations are undesired. Now imagine a weight being taped in the middle of the rope. It would no longer wave or oscillate quite the same way at that particular resonance frequency. Hence "tuned" mass damper because its weight (mass) and location are carefully tuned.

They're very common on exhausts for some reason, maybe because engine speed and exhaust velocity can excite many different resonance frequencies. When you installed your new exhaust, it's unlikely that the TMD would still be required since the new exhaust would have a totally different weight distribution and vibration characteristics than the old one :)

It had been tried without by other TT owners and found to be helpful with the aftermarket exhaust. It wasn't detrimental to performance, so I transferred it.
 
I'm sure that previous posters nailed it when they identified it as a harmonic damper.

BTW, just for future reference, the word is DAMPER, not dampener. It's just a pet peeve of mine. Dampening somthing is to make it slightly wet. Damping something controls unwated oscillations.
