To be technical, they're held on by three nuts that go onto studs which are part of the tail light - Try not to drop the nuts, as they're hard to find.
unlike my finacees civic our tail lamps are easy to take off (this coming from the guy who cant figure out the el door sills). her entire bumper had to be removed because the geniuses at honda thought it would be a good idea to have the tail lamps bolted to a piece of metal behind the bumper.
