Yea, guys, you have to have the rod ends lined up properly before tightening the jam nuts.
Ping, congrats on the new job! BTW I am considering the cycling event of the Senior Olympics! Been trying to build a base to train from, but very little time to do so.
The three piece bar will be available with the next run of kits.

If you loosen the bottom nut as shown in the pic, then rotate both ball joints to the right as far as possible(opposite of how they are shown in pic.), then tighten the nut again, since tightening will make the joints want to turn toward the right anyways. When everything is tightened and in place you can grab the endlink in hand and rotate it back and forth to verify there is some room for movement.
If you can imagine each end being turned opposite directions, you can see how there would be no way for the ball joints to move properly and the head of the bolt just tries to jam itself into the joint. (boom02) You can't tell from the pics, but the black plastic or whatever that holds the ball in is worn a bit, nothing serious enough to warrant replacement from the looks of it.
No, you're not turning the endlink more than 30 degrees or so. Since you do this while the endlink is in place, you can't possibly turn it more than that anyways. You are adjusting the rotation of the ball joints in relation to each other so that when one of them is in the middle of it's rotation on the ball, the other is also in the middle. When one is rotated all the way to one side, the other is all the way to the same side. I had mine rotated to opposite sides, that causes problems once they are locked tight in place.
