first off, if you have the stock side mounted intercooler, the intercooler itself will heatsoak very quickly because of the placement and size, not the turbo. The stock intercooler is mounted right beside the radiator. You won't know if you have a built motor unless you do a slight teardown. As far as mods go, it depends on how much power you are looking for. Any bolt ons will do wonders on this car along with suspension upgrades. Although, I do agree with turning the boost down to play it safe until you have supporting mods and tuning and maybe confirmation on said mods that you have already. On any turbocharged platform the first mod should be an exhaust, not an intercooler. Especially since you already have an intake. But anyway, maybe some aftermarket motor mounts if you don't have them already. Hopefully that 13 psi is not a bad wastegate actuator unless......the car is using a unichip with that "built in 13 psi spike". I could go on and on about this car and Im pretty sure others can too. But you have to start somewhere. Just start off with basic bolt ons, TUNING, and maybe some suspension upgrades. You will be surprised at how basic mods will change how this car performs.
