Windshield film problems

I am constantly having a problem with my front and back windshields. They get some kind of greasing/oily looking film on them that only shows up when it rains and makes it very hard to see out the windows. I tried so many things to have it go away but not having any luck, anyone having the same problem/ If so what can i do......Mazda thought it was over spray from the body shop and used a razor blade on the window, worked for like a day then got bad again, tried ammonia and steel wool and no good. What can I do and I so afraid I am going to get into a wreck, I had this problem with my first windshield and i recently got a crack in it so got a new one and i thought that would solve my problem but this new windshield is giving me the same problem, PLEASE HELP!!!!
 
Clean well then apply:

Don't forget to clean your wiper blades also...Simple green or 409 works well for the blades.
 
Is this on the inside or out? If in, do you smoke? Do you get it if you have the air going or doesn't matter?

On the inside of the glass? This is a common problem on new cars, the plastics and materials that make up the interior let off particles when they are new. I can't remember exactly why or what the chemical process is, but my sister was explaining this to me. She studies art preservation, knows alot about materials and how they degrade. It dies down as the car ages.
