A good driver with a slower car, can most definatley beat a bad driver with a faster car.
Here are two track examples.
Buddy of mine had a 2000 SS Camaro 6spd cold air and exhaust. We were at the track and his best was a 13.35 @109mph. I drove it to a 12.96 @ 110.
Another buddy had a 95 z28 6spd camaro. His best 14.21, my best with his car 13.40.
Here is a street example.
Buddy of mine has a 2000 WS6 Trans-Am with an auto trans. On the track he runs 12.30's on ET Streets. At the time, my Z28 was running 13 flat at the track with a 6 speed and radials. I raced him 3 times on the street. Once from a roll to about 90 mph, once from a dead stop to about 70mph, and once from 60mph till 120mph. I killed him on the first two (at least 5 car lengthsn each time). On the third run, I got him till about 100 and then he just pulled to about 6 cars. Now mind you , on the chassis dyno at this time, he put down 331 rwhp while I was putting down 278 rwhp. 50 hp difference at the wheels. This not only shows that a better driver can do a lot, it also shows that the street changes things a hell of a lot from the track.
And BTW, I raced a late ninety's integra with AEM stickers all over it with my 3s and had about 4 car lengths on him up to about 100mph when I let off.
