White Powder Build Up Around Engine

Hey guys,

Don't know too much about cars but saw this build up of white dust next the the variable valve compressor/engine it looks like. Just wondering if it just needed cleaning or if there may be a problem causing it to see the mechanic for.

Pop that plastic cover off and there is some insulation underneath. Looks like it's looks like that when it starts to break down.
