A general rule of thumb is that at the midpoint of the belt, you should just be able to turn it 90degrees up. Or you can tighten until it stops squealing (don't tighten too much, which damages bearings).
Cheap replacements will be noisy and as stated so will overtightened bearings. You basically want it tight enough so it stays on but you still have some deflection. The FS manual will give you the specs if you really want to be spot on. 01-10B-3 Mechanical FS.
