BUT.... what might work is, if you don't let the pipe get too hot from the weld and do a little at a time.

If you are MIG welding or Heliarcing (TIG) it usually runs upwards of 1800 degrees. Most powdercoats will melt over 400. The clay would have to be put on the inside and out and then you would have to use a spotweld technique ane let the metal cool between welds. For the flange it might take awhile since the welds would be within one inch of each other. You'd have to allow more cooling time. The clay can be applied about a 1/4" from the weld, but the powder within that area would be gone without a doubt.
