Turn on Daytime running lights

I just bought a 2014 Mazda 3 Sport here in Thailand and have a question. Here in Thailand there is no requirement for daytime running lights even though if there was it would probably save lives.
Is there anyway to get the lights that are illuminated in the pic below to come on when you start the car? Now when I put them on I also have tail lights which I do not want lit.

My manual states that they come on when the ignition is on. Only way to disable them is via a dealer. I'm in the USA however.

Try having someone look at it when in gear, I don't think they are on in neutral or park.

Hi, just got my mazda3 a month ago. The day running light will not turn on in neutral, park and when hand brake is engaged for malaysia version.
