Tokico Blue (MP3) / Tokico HP

Is there any difference between the stock MP3 Tokico's and Tokico HP Blue...or is it the same shock?

They are 95% the same shock. The damping on the MP3 shocks is a bit softer (it is not noticeable at all between the two). If you have a blown strut, or all 4, you can replace them with the Tokico blue no problem. If you are looking for upgraded struts then these will not help you at all.

^Backing up that claim. No one knows the EXACT specs, but you would need a scientific test to tell them apart if you had either next to one another, unless someone knows the difference on the part#...
