Tial BOV problem

i have ran into a problem with the bov being open when the car is idling. i changed the springs and found out that its either going to be open at idle with one spring, or i get back surge thur my turbo using the other spring. i have a vacuum of 19 at idle, i have check the website and i am using the right spring. anybody with any idea?
 
Is the TIAL BOV a pull-type BOV? If so, then that's the way they are designed. I know my Synapse Synchronic is a pull-type that is actually open, blowing air out at idle.
