Bump steer can only be fixed by leveling the tie rods. Proteges are very susceptible to bump steer due to the tie rod being on top of the spindle, rather than below it. I'm gonna try and get some kind of adjustment going
 
That's not the only thing you can do to fix it... you can just raise the ride height :)

But changing the angle of the tie rods is one of the other ways to correct or alleviate bump steer. On the Miata for example, many people use the tie rod ends from the '93 LE (which was the lowest Miata from the factory) and then supplementing that with spacers to achieve a more optimum angle.

I think I'm only about -1.5* camber in the rear. Don't remember what it is up front though. I hardly rub at all at that height.

im working on the back! im not goin to be able to pull in my linkage kit with my stock shocks, i found that s*** out lastnight (inout) so im just goin to take off the shocks and try and save up for yellow speeds in the summer so i can pull in my s***! for now ill just adjust my linkage kit with out the shocks and do some rolling..

I agree on the fenders... next time use a bat or phone books or your Jack handle. I have the same issue on one of mine.. you learn the hard way real quick
