Let's take a look at why this thread was created. To prevent spammers from creating threads that generally annoy the populous.
Now let me ask you... what if these threads were never seen? Sort of like a tree falling in the woods (with no one around to hear it) would it still be annoying?
Restricting a new members right to create a thread may alienate them at the most critical time. Instead, perhaps we can simply make sure new user's (whatever they are defined to be) threads are not visible to the general populous.
Normally, with spammer threads, they appear on the forum index right collumn the second they're created... then some jerkoff says something stupid like "why yes... I would like a new nokia n95 for $20" which keeps it alive long enough for someone else to repeat the process.
By making them 'invisible' the tree is falling... but nobody can hear/see it. (at least on the main forum index page)
So what if it's a legitimate thread and the newb has a serious question that needs to be addressed? Well the thread will still be visible in the subsections... where the true diehards live anyway. Generally, the types that troll around there aren't likely to bump a pos thread for the sake of it so it'll die a quick, miserable death.
