Speed Governor Question

Ok so every source i've checked has said that the 3's speed limiter is set to the max speed of the stock tires. My tires have a speed rating of 140 soooo, will my car go faster than another mazda with different tires with a lower speed rating?

your car is set to a max speed of 118.86 mph. Changing tires does not change the speed limiter, its in the pcm

Well I'm not asking about changing tires to go faster. I'm smart enough to know that the car's computer won't change the max speed because I changed tires. I wanted to know if the fact that my car came from the dealership, new, with 140 mph rated tires, will my car go faster than 118mph?
