Sluggish Performance

I just picked up a '03 MSP with 59k miles. The car seems to have good pickup in 1st and 2nd gear, but once I get past that it seems to get sluggish.

What are somethings that could cause this?

The previous owner installed a Forge WGA. I was thinking that it could be improperly adjusted. Other than that the car is stock.

stock tune? boost leak?

Stock tune from what I know. I checked all of the pipes, and they are all tight. I've heard of doing a boost leak test, but I don't know how to do one.

define sluggishness. any CEL? what other mods?

Is it missing out, or does it just seem to kind of fall flat? If so, then it's probably the stock tune.

It just seems to fall flat on its face. I know it needs a wheel speed sensor, but that's it.
